Kent H. Shafer spent 33 ½ years with the Columbus, Ohio Division of Police, including 18 years as a commander, retiring in July 2012.

Shafer directed community-oriented policing and problem-solving activities, along with crime analysis, investigative, intelligence, and enforcement operations directed at gangs, threat groups, career criminals, domestic terrorism, and related street crime activities. He is the recipient of the Washington Times Foundation National Service Award for his design and development of the Division’s Mission Aligned Policing Philosophy. Commander Shafer held a U.S. Government Secret-level Clearance as part of the Police Division’s Anti-terrorism contingent.
Mr. Shafer has extensive experience with public safety related strategic planning, research, assessment, and problem solving. He is a graduate of the F.B.I. National Academy, and has undergraduate degrees in electronics engineering and business administration, and has completed one year toward a master’s degree in Public Administration.
Mr. Shafer is C.E.O. of K.H. Shafer & Associates, LLC., formed in 1986 to provide public safety and criminal justice consulting services to law enforcement agencies, research universities, other government organizations and private enterprises. Since 2014, Mr. Shafer has specialized in safety and security for residential facilities (nursing homes, assisted living facilities and retirement communities), government offices and facilities, and other at-risk businesses.
Mr. Shafer’s additional expertise includes crime prevention, emergency management, counterterrorism, security operations, crisis management, criminal investigations, strategic planning, and operational improvement. He has conducted hundreds or hours of training and classroom instruction, including teaching at the under-graduate and graduate level. In addition, he has published numerous articles and book chapters, and served as a subject expert to local and national news organizations.
